Abstract

This study aims to analyze trade cooperation in palm kernel shells (PKS) between Indonesia and Japan over the 2020-2024 period. This bilateral cooperation is driven by mutual interdependence and the fulfillment of both countries’ national interests: Japan requires a stable supply of biomass to support its green energy transition agenda following the Fukushima nuclear disaster, while Indonesia leverages this export opportunity to enhance the economic value of its palm oil industry waste. Using a qualitative descriptive research method, this study examines the operational mechanisms of the PKS supply chain, which involves close coordination between local exporters under APCASI, trade promotion facilitated by JETRO, and major import corporations in Japan. The research findings indicate that although this trade partnership was initially highly productive, trade stability suffered a significant setback in March 2024 due to stricter regulations on international sustainability certification (such as GGL, RSPO, or ISCC) implemented by Japan’s Ministry of Economy, Trade, and Industry (METI). These policies acted as non-tariff barriers that imposed high compliance costs and triggered a decline in Indonesia’s export performance by the end of 2024. To maintain the sustainability of this cooperation, the Indonesian government is actively engaging in government-to-government (G2G) trade diplomacy by reviewing the IJEPA agreement and optimizing the IJEF forum so that the domestic ISPO certification can be recognized as equivalent in Japan, while upstream business actors continue to adapt and adjust their standards to ensure long-term energy market stability.
