Abstract
Indonesia's international military cooperation is a phenomenon encompassing a wide range of activities. Indonesia engages in various international military cooperation activities with other countries, such as Defense Cooperation Agreements (DCA), joint exercises, and arms transfers. However, it is not always clear whether these activities truly reflect international military cooperation. Without knowing the extent to which these activities reflect international cooperation, Indonesia is uncertain about which activities can be used as diagnostic tools for the depth of its international military cooperation with other countries. Because of these challenges, this study aims to identify variations in Indonesia's international military cooperation and determine the level of discrimination that can determine which activities can be the most reliable markers of the depth of Indonesia's international military cooperation. To address these challenges, this study uses a Bayesian measurement model that provides continuous estimates of Indonesia's military cooperation from 1980 to 2010. These estimates provide insight into which activities truly reflect Indonesia's international military cooperation and the variation over years. This study finds that DCA is the activity that most reflects Indonesia's international military cooperation, followed by joint exercises and arms transfers. Based on these findings, Indonesia's DCA can be the most reliable diagnostic tool for identifying the depth of Indonesia's international military cooperation with other countries. Furthermore, routine joint exercises are an alternative option for diagnostics tool if a country lacks a DCA with Indonesia.
