Abstract
Workload imbalance in the Enterprise Wholesale and Digitization (EWZ) Tribe at PT XYZ indicates the need for workload redistribution that considers employee capacity and competency. This study aims to optimize employee workload balancing using Mixed Integer Linear Programming (MILP) based on the 2025 Workload Analysis Dashboard. The model minimizes workload deviation by considering Full-Time Equivalent (FTE) requirements, an ideal workload range of 0.85–1.00, competency eligibility, and a maximum of two job roles per employee, and is solved using LINGO 22.0 for Q1–Q4. Sensitivity analysis identified the minimum objective values of 1.11120 in Q1, 1.30010 in Q2, 2.07715 in Q3, and 1.57740 in Q4, representing reductions of 74.29%, 67.47%, 70.79%, and 59.73%, respectively, from the initial objective values. The best scenarios reduced overload from 1 to 0 employees in Q1, from 11 to 1 in Q3, and from 6 to 0 in Q4, while fit employees increased from 60 to 63, 47 to 67, and 59 to 69, respectively. In Q2, a 5% increase in availability produced the lowest objective value, while workforce addition eliminated overload. These results demonstrate that the most effective intervention differs by quarter depending on workload demand, available capacity, and the distribution of employee competencies. The model provides quantitative decision support for workload redistribution and workforce-capacity planning.
