Abstract
This research analyses how Ikatan Motor Indonesia (IMI), as the National Sporting Authority/Autorite Sportive Nationale (ASN) of the Fédération Internationale de l'Automobile (FIA), has implemented the FIA’s Environmental Strategy 2020–2030 within Indonesian motorsport governance from 2022 to 2025. Using a qualitative descriptive approach, the study draws on semi structured interviews and document analysis, interpreted through Abram and Antonia Handler Chayes’s (1993) Managerial Compliance model. The findings show that although IMI demonstrates a general willingness to comply, its implementation remains limited and uneven. Key constraints include weak transparency due to the absence of standardized reporting, limited capacity reflected in reliance on personal resources, and ambiguity in FIA guidelines that restrict effective learning. This study concludes that IMI’s compliance gap reflects a condition of constrained compliance, where implementation is shaped more by institutional limitations than deliberate resistance, resulting in sustainability practices that remain largely administrative rather than substantive.
