Abstract
This study examines how Indonesia's presence at the 2025 Bastille Day celebration in France can be understood within the context of the Indonesia-France bilateral relationship, given that existing scholarship on bilateral defense relations has largely focused on material dimensions, while presence at ceremonial moments remains underexamined as part of the broader bilateral dynamic. The study employs a qualitative approach using a single case study method, combining primary data from in-depth interviews with officials of the Indonesian Ministry of Defense and Ministry of Foreign Affairs, and secondary data from official Indonesian and French government documents, reports from independent research institutions, and analytical articles from international and French media. The conceptual framework draws on defense diplomacy (Drab, 2018) and soft power (Nye, 2004). The findings show that the presence of 451 personnel from the three branches of the Indonesian Armed Forces and cadets from the Armed Forces and National Police academies, forming Task Force Patriot II which led the 2025 Bastille Day defile, resulted from an accumulation of bilateral trust built since the 2021 Defence Cooperation Agreement, coordinated systematically among the Ministry of Defense, Ministry of Foreign Affairs, and the Armed Forces. Through defense diplomacy, this presence affirmed the quality of established defense cooperation. Through soft power, it reflected efforts to build Indonesia's image and influence, with an agenda traceable at the level of recognition as an equal partner and the aim of strengthening people-to-people ties, although at the level of specific cultural instruments the underlying political agenda could not be further traced. This study contributes to the defense diplomacy literature by showing that presence at ceremonial moments is a meaningful part of the bilateral relationship framework, rather than a standalone protocol activity, and recommends that policymakers formulate more specific and measurable soft power objectives for similar future engagements.
