Abstract
This research aims to describe the actors, concepts, and coalitions formed in the debate between pro and contra groups regarding the national policy, namely the Free Nutritious Meal (MBG) program, on the online media portals Kompas.com and Tempo.co after one year of implementation. The study utilizes the Discourse Coalition Framework theory by Maarten Hajer. The method used is Discourse Network Analysis (DNA) with the assistance of DNA and Visone software. The data collected consists of statements from actors in the MBG program news coverage on Kompas.com and Tempo.co during January 6–12, 2026, that contain direct quotations. The data analysis stages include data collection, coding, and the visualization of actor, concept, and affiliation networks. The analysis is also conducted using the concepts of modularity and centrality. The research results show that on Kompas.com, government actors are more prominent with positive discourses. On Tempo.co, although government actors still dominate, this media outlet accommodates more critical actors than Kompas.com. Overall, government actors such as Prabowo Subianto, Dadan Hindayana, and Nanik Sudaryati dominate the media and form a Pro-Program Coalition led by the government's inner circle, successfully outperforming others in the media arena. The resulting discourse focuses on program achievements, evaluations, and ongoing improvements. Although critical actors could not stop the MBG program policy, the existing criticisms were accommodated in several aspects.
