Abstract

The United States' Inflation Reduction Act (IRA), enacted in 2022, aims to accelerate the clean energy transition, strengthen domestic industries, and reduce dependence on China in the electric vehicle (EV) battery supply chain. Through local content requirements and Foreign Entity of Concern (FEOC) provisions, the policy restricts the participation of Chinese companies in the U.S. EV market. This study examines China's strategy in responding to the IRA in the EV battery sector during 2022-2025. Using a qualitative approach and library research method, the study draws on official documents, international organization reports, academic journals, and relevant scholarly publications. The analysis applies David A. Baldwin's theory of economic statecraft combined with Ferguson's concept of economic lawfare. The findings show that the IRA represents a form of green protectionism that serves not only environmental objectives but also geopolitical and economic goals aimed at reducing China's dominance in the global EV battery supply chain. In response, China adopted both non-legal and legal strategies. Through the non-legal approach, China implemented origin shifting by relocating investment and production to third countries. Through the legal approach, China filed a dispute at the World Trade Organization (WTO) against measures it considered discriminatory. The study concludes that China combined economic and legal instruments to maintain its strategic position in the global EV battery industry.
