Abstract

This research aims to analyses how Japan’s cultural diplomacy unfolds in constructing the image of Geisha in the international community during the 2023 - 2025 period, amid longstanding distortion in representation caused by Hollywood’s influence and the pressures of post-pandemic overtourism. This research employs a qualitative method using a written interview with the Embassy of Japan in Jakarta as primary data, combined with library research as the main data collection technique. The theoretical framework applied is soft power as the grand theory, along with cultural diplomacy as the middle-range theory, analysed through three frameworks: actors, instrument and means, and objectives. The findings reveal that Japan's cultural diplomacy in constructing the image of Geisha in the international community during the 2023-2025 period unfolded organically through three forms of cultural diplomacy, namely through electronic and audiovisual media operated by private cultural industry actors Hirokazu Kore-eda and Bun-buku through The Makanai, through tourism carried out by sub-national governments of Kyoto and Kanazawa, and through the arts and cultural communities of Geiko and Maiko community of Gion Kobu through Miyako Odori. Each form of cultural diplomacy was carried out by different actors with specific instruments, yet with convergent objectives despite differing motivations. This research also finds that the resulting output is one-directional in nature, rather than an equal two-way cultural exchange. The central government’s position in this case is not that of an orchestrator, but rather a provider of an enabling environment, as reflected in METI’s 2025 creative industry strategy. This research contributes to International. Relations studies by demonstrating that cultural diplomacy can take place through the alignment of actions among non-central-government actors without formal coordination.
