Abstract

This study analyzes Australia's economic diplomacy strategy in responding to anti-dumping duties by China on wine commodities imposed on March 28, 2021, with tariffs reaching 116.2% to 218.4%. The import duties resulted in a drastic decrease in the export of wines, especially Australian bottled wines, to China by 96% and the number of Australian exporters to China also decreased from 2,400 to 117 companies in 2023. The losses experienced by the wine industry cannot be covered by any market in the short-term considering that China is the absorber of the export value of Australian bottled wine by 40%. This study uses a qualitative approach using the conceptual framework of Okano-Heijmans economic diplomacy and data derived from official WTO documents, Australian government statements, Australian Wine publications, and written interviews with Wine Australia in May 2026. The Okano-Heijmans conceptual framework here refers to two dimensions, namely dialogue between countries and collaboration between state and non-state actors. The results of this study found that Australia pursued a multi-layered strategy simultaneously, namely a multilateral lawsuit to the WTO with the code DS602, and a gradual restoration of bilateral relations from the G20 2022 until the expedited review agreement in October 2023. Both pathways are supported by the collaboration of Wine Australia as the statutory authority and Australian Grape & Wine as the wine industry association. The combination of the two led to a mutually agreed solution and the revocation of tariffs on March 29, 2024.
