Abstract
This research aims to analyze the strategies employed by the Syrian Women’s Political Movement (SWPM) in advocating for the political representations of Syrian women from 2017 to 2024, using feminist movement theory alongside the concepts of refugee activism and substantive representation. This study adopts a descriptive qualitative approach, with data collected through semi-structured interviews with one of SWPM’s co-founders and a literature review. Data analysis was conducted through three stages consisting of data reduction, data display, and conclusion drawing or verification. The findings show that SWPM carries out its strategy through four main efforts, which are equipping Syrian women through political education and training such as the Training Portal and Young Women Politicians Forum, conducting collective policy dialogue through the General Assembly, expanding its influence through active diplomacy in international forums, and building political narratives through creative media such as the Wave Exhibition art show until podcast. Through these strategies, SWPM has succeeded in building the political legitimacy of Syrian women and increasing the visibility of women's political rights equality at the international level. However, these achievements continue to face significant structural constraints. The target of a 30 percent quota for women's representation in formal political institutions has not yet been achieved, and domestic structural transformation remains limited. This research concludes that while SWPM’s contribution is significant, greatest achievement lies in building the political infrastructure for women through networks, increasing the political capacity of Syrian women, and a narrative shift from passive victims to active political actors, while substantive representation in its fullest sense remains contingent on the willingness of domestic political structures to genuinely open space for them, and voice in the international arena.
