Abstract
This study discusses the efforts of the Indonesian Forum for the Environment (WALHI) in building transnational advocacy networks to support the climate litigation of the Pari Island community against Holcim from 2022 to 2025. Ecological vulnerability due to the climate crisis and the lack of state support prompted the community to seek legal justice at the international level. This qualitative study employs a case study design and utilizes the Transnational Advocacy Networks (TAN) theory, analyzing data gathered from interviews and document studies. The results indicate that WALHI acts as a hub organization connecting local residents with global organizations (HEKS/EPER and ECCHR) through the Boomerang Pattern mechanism to overcome domestic jurisdictional limitations. This network effectively implements four TAN strategies: disseminating climate justice campaigns (Information Politics), employing the "Refusing to Sink" (Menolak Tenggelam) narrative (Symbolic Politics), mobilizing support from the National Commission on Human Rights (Komnas HAM) and European political actors (Leverage Politics), and pressuring Holcim to comply with its decarbonization commitments (Accountability Politics). In conclusion, this transnational advocacy successfully strengthens the community's position, as evidenced by the 2025 ruling of the Zug Cantonal Court declaring the lawsuit admissible, establishing a significant precedent in global climate litigation.
