Abstract
The phenomenon of extreme climate change requires strategic mitigation, one of which is optimizing blue carbon ecosystems. Seagrass, as a blue carbon ecosystem, with its significant carbon absorption potential, still faces suboptimal protection amidst declining quality and area. Therefore, this study will examine seagrass protection at the international regulatory level and strengthen its protection in Indonesia as a manifestation of the commitment to reducing carbon emissions in the Nationally Determined Contribution (NDC) by comparing other countries as best practices. Using a normative juridical method, this study will review through legal literature references. The findings of the researcher's analysis found that seagrass protection at the international level still has weak regulations. For best practices, Fiji and the Philippines have implemented the Climate Framework Laws policy model with climate change laws as the parent law. It includes comprehensive climate legislation, recognition of blue carbon and its protection, and institutions specifically addressing climate change such as the National Ocean Policy Steering Committee and the Climate Change Commission, thus strengthening climate change governance. Lessons learned from Fiji and the Philippines can be applied in Indonesia due to the current absence of climate change regulations in Indonesia. This policy model includes institutions focused on addressing climate change issues, along with protecting blue carbon ecosystems, particularly seagrasses, for climate change mitigation efforts.
