Abstract

This study analyzes how technology transfer was implemented in the bilateral cooperation between Indonesia and the United Kingdom through the Strengthening Palm Oil Sustainability in Indonesia (SPOSI) program during the 2019–2022 period. The study employs a qualitative method using a case study approach, involving the analysis of government documents, donor reports, SPOSI program reports, and interviews with the Indonesian Embassy in London. The study adopts the concept of technology transfer proposed by Kowalski et al., (2017), which views technology transfer as a form of development cooperation between nations. The results indicate that technology transfer within SPOSI involved not only the transfer of digital tools but also encompassed the development of the SAWITKITA spatial mapping system, the digitization of oil palm plantation data, the formulation of sustainability monitoring methodologies, capacity building for central and local government institutions, and the enhancement of human resource capabilities through technical training. This technology transfer strengthens Indonesia’s sustainable palm oil governance and serves as the foundation for the formulation of various national policies aimed at more effective ISPO implementation. The study concludes that technology in the Indonesia–UK cooperation functions as an instrument of institutional development, not merely as technical assistance.
