Abstract
The Minister of Health Regulation (Permenkes) No. 30 of 2022 establishes the Minimum Service Standards (SPM) for outpatient waiting times at less than 60 minutes. However, a discrepancy was found at the General Surgery Clinic of RSUD Pasar Minggu, where the average waiting time reached 92 minutes in May and 72 minutes in June 2026. This study aims to evaluate compliance with the implementation of these standards using Avedis Donabedian's theory. Data were collected through in-depth interviews, observations, and document reviews using an evaluative qualitative case study approach. The subjects, comprising the general surgery clinic staff, were selected through purposive sampling. The results indicated that the hospital's overall SPM achievement reached 80.08% in May 2026; however, the General Surgery Clinic had not met the standard. This issue was attributed to weaknesses in the input components—namely excessive workload, suboptimal management, and disruptions in the Hospital Management Information System (SIMRS) and facilities—as well as process components, specifically inconsistencies in the clinic's operating schedules. It is recommended that the hospital review its Workload Analysis (ABK), improve the maintenance and upgrading of the SIMRS and supporting facilities, and enhance the dissemination of information regarding the SPM to the staff.
