Abstract

The escalation of U.S.-China rivalry through the trade war that began in 2018 has reshaped global economic and political dynamics, creating both challenges and opportunities for developing countries, including Vietnam. As a country with close economic and political ties to both the United States and China, Vietnam must formulate a foreign policy strategy capable of safeguarding its national interests without explicitly aligning with either power. This study aims to analyze how the characteristics of bamboo diplomacy are reflected in Vietnam’s foreign policy strategy toward the United States and China amid the dynamics of the trade war during the 2022-2024 period. The study employs the neo-mercantilist paradigm, Gilpin’s theory of economic nationalism, and the concept of bamboo diplomacy, operationalized through the characteristics of flexibility, opportunism, and pragmatism. This study adopts a descriptive qualitative approach and utilizes the interactive data analysis model developed by Miles, Huberman, and Saldaña. The findings indicate that Vietnam's bamboo diplomacy is reflected in its flexibility and opportunism in leveraging the structural opportunities arising from the rivalry between the two major powers, as well as its pragmatism in maintaining stable relations with both the United States and China simultaneously. This study concludes that bamboo diplomacy is not merely a defensive strategy but an active operational framework that enables Vietnam to maximize its national interests while upholding the principles of independence and non-alignment.
