Abstract

The Just Energy Transition Partnership (JETP) is an ambitious partnership between the Government of Indonesia and the International Partners Group (IPG), of which the European Union is a member, established to support the achievement of the global Net Zero Emissions (NZE) target by 2050 and the objectives of the Paris Agreement that targeted in 2030. This research employs the concept of asymmetrical interdependence as its primary analytical framework to examine how implementation barriers arise from an unequal cooperative relationship, in which the European Union exercises greater influence over financing and agenda setting than Indonesia, while Indonesia exhibits higher levels of sensitivity and vulnerability. This research adopts a study chase qualitative approach. The findings reveal that cooperation between Indonesia and the European Union has not yet resulted in optimal implementation due to the asymmetrical interdependence nature of their relationship. The European Union's dominance over financing mechanisms and policy standards has placed Indonesia in a challenging position to adapt to the prescribed standards and agenda. Furthermore, the limited availability of grant-based financing has hindered the implementation of JETP projects in Indonesia.
