Abstract
Waste generation in Depok City increased by 11.67% in 2023, but the management rate merely reached 16.95% due to limited transport fleets and operational budgets. This study analyzes the implementation of Perwali Kota Depok No. 39 of 2024 at TPS Mawar, Depok Jaya, in 2026. This qualitative case study collected data through observations and interviews. Eight purposively sampled informants were validated using source and method triangulation. Implementation remains ineffective due to a policy disconnect; regulations are unsocialized to scavengers and communities. Furthermore, cart operators mix previously sorted waste. Although scavengers manage 25-50 kg of inorganic waste daily, the daily waste accumulation causes residue spills, odors, and traffic congestion. Effectiveness is hampered by external factors such a lack of OHS facilities, bottlenecks from the overloaded Cipayung Landfill, and citizens' NIMBY syndrome against waste incineration. The implementation of Perwali Kota Depok No. 39/2024 is ineffective due to poor socialization and integration. Communities remain reluctant to sort waste, relying disproportionately on waste pickers. Furthermore, lacking Personal Protective Equipment (PPE), delayed transport, and unhygienic collection practices ultimately impede inclusive waste governance.
