Abstract
Information dissemination and administrative processes at the Academic Support Unit for Competency Assessment Services (UPA-LUK) of UPN "Veteran" Jakarta have long depended on third-party platforms and one-way social media, leaving many students uninformed while registration data remains scattered across disconnected sources. This study aims to design and build a web-based certification service information system that brings these processes into a single centralized portal, making the competency assessment process faster, more secure, and no longer dependent on physical paperwork. The system was developed using the Waterfall Methodology in phases, with the Laravel Framework as the primary tool for handling application logic and content management. To speed up administrative tasks, the system incorporates a Python-based intelligent module that automatically reads and verifies examinee identity documents through Optical Character Recognition, significantly cutting verification time. Access security is maintained through single sign-on linked to official campus accounts, while document validity is fulfilled through a built-in digital signature. As a service quality safeguard, an Access Gatekeeper mechanism restricts graduation document downloads until examinees complete a satisfaction survey. Functional testing confirmed that all core features operate as intended, and evaluation involving institutional management and academic staff indicates the system is ready for practical deployment.
