Abstract

MSMEs contribute approximately 60% of Indonesia’s GDP and absorb nearly 97% of the national workforce, yet limited access to capital remains their primary growth constraint. The government launched the Kredit Usaha Rakyat (KUR) program under Presidential Instruction No. 6 of 2007, with PT Bank Rakyat Indonesia Persero Tbk as the largest distributor. This study aims to analyze the KUR distribution mechanism, its development trends, and its effectiveness in supporting MSME growth. Data were collected through interviews with a BRI field officer, questionnaires distributed to 40 KUR recipients in Jakarta using a Likert Summated Rating scale, and literature review. Analysis applied the Beni Pekei effectiveness criteria and a data triangulation approach. Results show that BRI’s KUR distribution mechanism operates through four structured and interconnected stages. Realization consistently fell within the Effective category during 2021-2025, with an average achievement of 96,64% against government targets. The highest achievement occurred in 2025 at 101,76% (Very Effective), while the lowest was recorded in 2023 at 84% (Sufficiently Effective) due to government quota reductions. Questionnaire results yielded an average score of 82,85% across six effectiveness indicators, categorized as Agree. The study concludes that KUR BRI is effective in supporting MSME development and its benefits are directly felt by recipients. Improved socialization of KUR requirements to the public is recommended.
