Abstract
The misuse of narcotic precursors in Indonesia remains a serious issue that requiresstrict supervision due to its potential for abuse by the public. Minister of HealthRegulation No. 5 of 2023 regulates the management of narcotics, psychotropicsubstances, and pharmaceutical precursors in pharmaceutical service facilities.However, its implementation in pharmacies still faces challenges. This study aimed todescribe and compare the level of compliance between chain pharmacies andindependent pharmacies in implementing narcotic precursor regulations based onMinister of Health Regulation No. 5 of 2023. A descriptive quantitative study wasconducted using a checklist developed from regulatory indicators at one chainpharmacy and independent pharmacy in the Cilandak area, South Jakarta. The resultsshowed that the chain pharmacy complied with 56.25%, while the independentpharmacy complied with 87.5%, categorized as moderate and high compliance. Theaspects of destruction, documentation and reporting were identified as the mostdifficult to comply with, primarily due to limited knowledge, insufficient regulatorydissemination, and inadequate support for a national electronic reporting system atthe pharmacy level. In conclusion, compliance levels remain variable, indicating theneed to improve understanding and strengthen supervision to ensure optimalimplementation of Minister of Health Regulation No. 5 of 2023.
