Abstract
At present, the deterioration of environmental conditions as a consequence of economic growth has given rise to a global agenda, namely Sustainable Development Goals (SDGs). Cirebon City, as one of the implementers of sustainable development, has encountered obstacles in achieving these SDGs, prompting the United Cities and Local Governments Asia-Pacific to offer a support solution through the Climate Resilient and Inclusive Cities (CRIC) at the 2020–2025 period. Accordingly, UCLG-ASPAC, as a trans-governmental organization, is hypothesized to play a role in the Cirebon City as sub-state actor through the CRIC program in international relations studies. The analysis of UCLG-ASPAC’s role within the framework of international relations is conducted using a descriptive qualitative method, producing a detailed descriptions of its role based on the demand-driven theory of inter-agency cooperation and also conducted by documentation studies and interviews with both parties. The research findings indicate that, within the scope of the CRIC program, UCLG-ASPAC provides training and technical assistance to officials of the Cirebon City to enable the formulation of climate action plans. These climate action plans are formally committed by the Cirebon City for subsequent implementation within regional development planning instruments, such as the Rencana Pembangunan Jangka Menengah Daerah (RPJMD) and Rencana Strategis (Renstra). Therefore, the climate action plan may be understood as an academic document designed to be integrated into regional development planning, in pursuit of sustainable urban development and the responsibilities of sub-state actors. In conclusion, UCLGASPAC is demonstrated to play a role in the Cirebon City through the implementation of the CRIC program (2020–2025), specifically as a provider of technical assistance aimed at enhancing the capacity of the Cirebon City to address the demands of sustainable urban development and regional autonomy, including environmental governance.
