Abstract

This study analyzes the dynamics of Bitcoin adoption as legal tender in El Salvador during 2021–2025 by examining its implications for the country’s position within the international economic hierarchy, aiming to demonstrate that the government’s attempt to break free from dependence on the United States dollar instead produced a new pattern of reliance shaped by dominant global economic actors. Using a descriptive qualitative method and framed by New Dependency Theory and Digital Dependency, this research explores how domestic policy intersects with external structural pressures. The findings show that Bitcoin adoption did not achieve the promised economic sovereignty but instead deepened El Salvador’s subordination to core countries and international institutions across three key dimensions, namely the technological dimension in which national payment infrastructure depends on US-based private corporations and positions digital sovereignty under external jurisdiction, the financial dimension in which fiscal stability is shaped by IMF requirements and US-driven credit rating assessments that encouraged legal reforms in 2025 as a prerequisite for accessing global liquidity, and the monetary dimension in which El Salvador remains bound to central powers and international actors particularly the Federal Reserve whose policies influence dollar stability and increase Bitcoin volatility in global markets.
