Abstract
Maritime defense security constitutes a strategic issue for Indonesia as an archipelagic state with vast maritime territory and busy international sea lanes. During the 2019-2024 period, the increasing complexity of non-traditional maritime threats, transnational crimes, and regional geopolitical dynamics encouraged Indonesia to strengthen its maritime defense capabilities. One of the key measures undertaken was defense cooperation between Indonesia and Türkiye in the development of warship defense equipment, which was oriented not only toward fulfilling defense procurement needs but also toward enhancing the self-reliance of the national defense industry through a Transfer of Technology (ToT) scheme. This study aims to analyze Indonesia-Türkiye defense cooperation in the development of warship defense equipment as an effort to strengthen Indonesia’s maritime defense security, as well as to explain the rationality underlying the policy choices of both countries in establishing such cooperation. This research employs a qualitative method with a descriptive-analytical approach, utilizing literature review and interviews with the Ministry of Defense of the Republic of Indonesia. The analysis is based on Andrew Hurrell’s framework of international cooperation, Rational Choice Theory, and Foreign Policy Analysis through the Rational Actor Model. The findings indicate that Indonesia-Türkiye defense cooperation represents a rational policy choice grounded in cost-benefit considerations and strategic interests. Indonesia perceives this cooperation as an effective solution to enhance maritime defense capabilities and strengthen the capacity of its national defense industry, while Türkiye rationally utilizes the partnership to expand its defense industry market and reinforce its defense diplomacy in the Indo-Pacific region. This study concludes that Indonesia-Türkiye defense cooperation in warship development constitutes a relevant and significant strategy for strengthening Indonesia’s maritime defense security, despite ongoing challenges related to coordination, long-term commitment, and the optimization of technology transfer.
