Abstract
The development of digital technology has revolutionized the media industry ecosystem in Indonesia, creating a high dependence of press companies, especially small-scale ones, on global digital platforms such as Google and Meta. This imbalance in business relations prompted the issuance of Presidential Regulation Number 32 of 2024 concerning the Responsibilities of Digital Platform Companies in Supporting Quality Journalism as an effort to realize the principle of publisher rights for the sake of fair distribution and compensation for news content. This study aims to examine how the norms in the Presidential Regulation guarantee fair treatment and legal protection for small press companies in their collaborations with digital platform companies. This research uses a qualitative method with a juridical-normative approach, namely examining relevant laws and regulations, legal documents, literature, and the views of legal experts to understand the concept of legal protection in the context of business relations between small press and digital platforms. The research results show that the implementation of Presidential Regulation No. 32 of 2024 still faces significant obstacles, such as unequal negotiation capacity, unclear implementation parameters, the dominance of digital platforms, and weak oversight. In the context of John Rawls's theory of justice, effective legal protection for small press requires policy affirmation and a strengthened state role to prevent media oligopolies. Therefore, publisher rights must be implemented not only as a business instrument but also as a means of distributive justice within the national digital media ecosystem
