Abstract
Indonesia’s dependence on crude oil imports has continued to increase due to declining domestic oil production and rising national energy demand. This condition has made cooperation with oil-producing countries, particularly Saudi Arabia, a crucial strategy for maintaining national energy security. Saudi Arabia plays a strategic role in the global energy market and serves as one of Indonesia’s main partners in the crude oil import sector. This study aims to analyze the dynamics of energy cooperation between Indonesia and Saudi Arabia in the crude oil import sector during the period 2017–2020. The research employs a qualitative approach using a case study method and utilizes both primary and secondary data, which are analyzed through data reduction, data display, and conclusion drawing techniques. The analytical framework is based on constructivist theory, particularly the concept of collective identity, as well as the concept of energy diplomacy. The findings indicate that Indonesia–Saudi Arabia energy cooperation is not solely driven by economic interests but is also influenced by shared norms, perceptions, and collective identities formed through long-standing bilateral relations. Despite various challenges encountered within this dynamic, bilateral relations between Indonesia and Saudi Arabia remain stable due to shared strategic interests in maintaining long-term energy supply stability.
