Abstract
This study analyzes Indonesia’s acquisition of the Dassault Rafale fighter aircraft from the perspective of defence diplomacy. The research is motivated by the evolving nature of contemporary defence cooperation, which is no longer understood solely as a military activity, but also as an instrument of foreign policy and strategic interaction between states. In this context, the acquisition of modern defence equipment carries broader implications, encompassing political, diplomatic, defence industrial, and interoperability dimensions. This research employs a qualitative approach with a descriptive-analytical method. Data were collected through literature review, official documents, and relevant secondary sources related to Indonesia–France defence cooperation and the Rafale procurement. The analysis focuses on Indonesia’s strategic rationality in selecting France as a defence partner, the positioning of the Rafale acquisition within the framework of bilateral defence cooperation, the role of industrial cooperation and offsets as a confidence-building measure, and the enhancement of interoperability as an output of defence diplomacy. The findings indicate that the Rafale acquisition cannot be viewed merely as a military procurement decision. Instead, it reflects Indonesia’s broader defence diplomacy strategy, which considers bilateral stability, political risk minimization, diversification of defence partnerships, and the sustainability of long-term cooperation. Furthermore, the dimensions of industrial collaboration and interoperability demonstrate that modern defence acquisitions also function as mechanisms for trust-building and the expansion of strategic cooperation. This study concludes that defence diplomacy plays a significant role in shaping Indonesia’s defence acquisition policies, where strategic, political, and institutional considerations are closely interconnected.
