Abstract
This study aims to analyze the role of city diplomacy undertaken by the Provincial Government of DKI Jakarta in organizing the Jakarta E-Prix as part of the international motorsport event Formula E during the 2022–2023 period. The study employs the city diplomacy framework proposed by Michele Acuto, which conceptualizes city governments as non-state actors actively engaged in international relations. This research adopts a qualitative approach through literature review and interviews, which are subsequently analyzed using discourse analysis. The findings indicate that Formula E is utilized as a medium of city diplomacy to build international networks while simultaneously serving as a response to negative perceptions regarding Jakarta’s environmental conditions. Through the organization of the Jakarta E-Prix, the Provincial Government of DKI Jakarta demonstrates its capacity as a global city and conveys its commitment to the sustainability agenda and energy transition through cultural narratives and digital channels. The findings also reveal several challenges related to domestic political dynamics, public resistance, issues of governance and budgeting, infrastructure readiness, and limitations in local human resource capacity. This study concludes that Formula E contributes to Jakarta’s efforts to engage with sustainability issues. However, long-term policy consistency is required to ensure that Formula E is not perceived merely as an expensive foreign event with limited impact on local communities.
