Abstract

The threat of piracy in the Malacca Strait during the 2022-2024 period demonstrates that maritime security remains a significant concern for Southeast Asian countries and requires strengthening regional cooperation. The transnational nature of piracy makes it impossible to address it unilaterally, necessitating the need for a cooperative forum that serves as a space for dialogue, coordination, and the establishment of shared understanding. In this context, the ASEAN Maritime Forum (AMF) is a relevant ASEAN instrument to study due to its role as a non-operational forum focused on strengthening maritime security cooperation. This study aims to analyze the role of the ASEAN Maritime Forum as a forum for maritime security cooperation in the Malacca Strait during the 2022-2024 period. This study uses transnationalism theory and security community theory to explain the transboundary nature of piracy and the need for regional cooperation to analyze the AMF's role in building trust, shared norms, and stability among member states. The research method used is qualitative, using literature review and document analysis techniques. The analysis results show that the AMF serves as a forum for dialogue and coordination, a means of confidence-building measures, and a forum for preventive diplomacy that strengthens cooperation and alignment of maritime
