Abstract
This research analyzes Qatar's public diplomacy strategy through Al Jazeera in representing kafala system reforms during the period 2020–2022, considering international media as a key tool in shaping global perceptions. Utilizing descriptive qualitative research methods, this study examines Al Jazeera's news coverage and programs discussing Qatar's labor reforms amid increasingly intense international scrutiny, particularly in the lead-up to the 2022 FIFA World Cup. The conceptual framework of this study refers to public diplomacy and international media, emphasizing the role of cross-border communication, narrative construction, and the relationship between the state, media, and global audiences. Findings show that Al Jazeera consistently portrays the reform of the kafala system as evidence of Qatar's policy progress and commitment to international labor standards by including data, perspectives from international organizations, and criticism from non-state actors. At the same time, the coverage is regularly balanced with official statements from the Qatari government emphasizing the seriousness of the reform implementation and cooperation with international institutions, particularly the International Labor Organization (ILO). The pattern shows that Al Jazeera functions as an intermediary media outlet that carries out a public diplomacy role by selectively managing the narrative of reform—providing space for criticism while ultimately framing the reforms in a way that strengthens the legitimacy of state policy. Therefore, this study concludes that Al Jazeera not only acts as a global news provider but also as an integral component of Qatar's public diplomacy strategy in building a progressive international image regarding the reform of the kafala system.
