Abstract
The development of Kuala Tanjung Port represents a strategic effort by Indonesia to strengthen its national logistics system and enhance competitiveness within global trade networks. In this context, bilateral cooperation between Indonesia and China, particularly under the Belt and Road Initiative (BRI), plays an important role in supporting port infrastructure development. This study aims to analyze the mechanisms of Indonesia–China bilateral cooperation in the development of Kuala Tanjung Port, examine its implementation during the period 2019–2024, and identify the challenges encountered throughout the project realization process. This research employs a qualitative descriptive method, utilizing secondary data obtained from official government documents, institutional reports, policy papers, and relevant academic literature. The analysis is conducted using the Foreign Direct Investment (FDI) framework and the Eclectic Paradigm (OLI) to explain investment motives and cooperation dynamics. The findings indicate that Indonesia–China bilateral cooperation in the development of Kuala Tanjung Port has contributed to port capacity expansion and infrastructure modernization. However, the implementation has not fully met initial planning targets due to regulatory complexity, coordination issues among stakeholders, and delays in project execution. The study concludes that the effectiveness of bilateral cooperation largely depends on policy consistency, institutional coordination, and Indonesia’s ability to manage foreign investment while safeguarding national economic interests.
