Abstract

Health resilience is a key pillar of health transformation, addressing global health threats, with surveillance being one aspect. Surveillance systems have received increased attention since the outbreak of Covid-19 and play a crucial role in the early detection of disease threats. The densely populated Depok (2,484,186 people) and East Jakarta (3.086.010 people) have become urban areas with a higher risk of disease spread. This study aims to launch a surveillance system to support the health resilience system. The research method is a descriptive, qualitative approach, consisting of in-depth interviews with four groups of informants and a total of 12 participants. The results show that the surveillance system has improved since Covid-19. Supporting factors include the use of technology such as the SKDR (Study of Deaths), cross-sectoral coordination, available facilities and infrastructure, human resource capacity development, and funding from the Regional Budget (APBD) and the Regional Public Service Agency (BLUD). Inhibiting factors include human resource availability, technical constraints, data accuracy, community sociology, management time, and overlapping tasks in the death surveillance process. Thus, a strategy was found for the surveillance system, namely server repair, optimization of time reserves, adjustment of HR competencies, increasing community participation, increasing data validity, and strengthening cross-sector coordination.
