Abstract
Papua Island is the largest island in Indonesia which has the highest development gap compared to other islands, causing problems in several conditions of human development. Human development can be seen from three indicators, namely education, health and a decent standard of living related to the objectives of the Sustainable Development Goals (SDGs), namely goals 3, 4, and 8. The purpose of this study is to see regions that have optimal human development values based on education conditions through education expenditure variables, health through health expenditure variables and a decent standard of living through per capita expenditure variables. This study uses a continuous analysis technique Qualitative Comparative Analysis (QCA) using Tosmana software. The object of this research is 40 districts and 2 cities on Papua Island in 2024. The results of the study show that the optimal human development areas are Teluk Bintuni, Manokwari Selatan, Maybrat, Keerom, Biak Numfor, Supiori, Mamberamo Raya, Deiyai, Fakfak, Manokwari, Sorong City, Kepulauan Yapen, Jayapura City, Mimika, Raja Empat, Sarmi, Boven Digoel, Mappi, Asmat, Dogiyai, Paniai, Yahukimo, Kaimana, Jayapura, Merauke, Nabire, and Jayawijaya. The relationship between education, health, and decent living standards with government programs is expected to have a positive impact on improving human development in the Papua Island region.
