Abstract

Indonesia, an agricultural country, relies on its agricultural sector for food security and SDG 2, yet faces climate-driven challenges shifts in rainfall patterns, extreme temperatures, and more frequent disasters such as floods, droughts, and landslides. This study identifies provinces vulnerable to these shocks by examining rainfall, drought, floods, landslides, road length, water discharge, and agricultural machinery (alsintan). The analysis also incorporates forms of regional vulnerability limited road and irrigation infrastructure, low adaptive capacity (scarcity of alsintan and irrigation systems), dependence on seasonal weather, and geographic remoteness that impedes distribution. We apply a Multi-Criteria Decision Making (MCDM) framework using the PROMETHEE approach. Results indicate that provinces such as Jambi, East Nusa Tenggara, and Riau Islands are more vulnerable to food-security disruptions; provinces with negative Phi values exhibit higher vulnerability, while positive Phi values reflect stronger adaptive capacity. The findings provide a basis for targeted policies strengthening infrastructure, enhancing adaptive capacity, and disaster risk mitigation sto improve provincial food security resilience.
