Abstract
This study analyzes the determinants of educated unemployment in Indonesia using the First Difference-Generalized Method of Moments (FD-GMM) approach on dynamic panel data from 34 provinces for the period 2018-2024. The independent variables include the Number of Registered Industrial Firms (JP), Provincial Minimum Wage (UMP), Human Development Index (HDI), and Gross Regional Domestic Product (GRDP). The estimation results indicate that JP and UMP do not have a significant effect on educated unemployment, suggesting that increases in the number of industrial firms and adjustments in minimum wages have not been effective in generating employment opportunities that match the qualifications of highly educated workers. HDI has a negative and significant effect on educated unemployment, implying that improvements in human development quality enhance labor competitiveness and increase employment opportunities for educated workers. Meanwhile, GRDP exhibits a positive and significant effect on educated unemployment, reflecting that regional economic growth has not been fully inclusive and remains dominated by sectors with limited absorption of highly educated labor. The Speed of Adjustment (SOA) analysis shows that approximately 63.30% of deviations toward the steady state are corrected within one year, with a half-life of 0.69 years and an estimated time of 2.99 years to reach 95% of the steady state. These findings indicate a relatively rapid adjustment process of educated unemployment to economic shocks and labor market policies.
