Abstract

Labor absorption is an important indicator reflecting a region’s capacity to generate productive employment opportunities. This study aims to analyze the effects of Domestic Investment (PMDN), the Human Development Index (HDI), and Tourist Arrivals on labor absorption in the Provinces of Bali and West Nusa Tenggara (NTB) over the period 2011–2023. The study employs district-level panel data analyzed using a Fixed Effect Model estimated with Panel-Corrected Standard Errors (PCSE) to address heteroskedasticity and autocorrelation. Provincial dummy variables and a Covid-19 dummy are incorporated to capture regional heterogeneity and changes in labor market conditions during the pandemic. The results indicate that PMDN does not have a statistically significant direct effect on labor absorption in either province, suggesting that domestic investment is largely concentrated in capital-intensive sectors and does not automatically translate into job creation. HDI is also statistically insignificant in the aggregate model; however, its effect differs significantly across provinces, with a stronger role observed in Bali compared to West Nusa Tenggara. This finding implies that improvements in human capital are more effective in regions with service- and tourism-based economic structures. Tourist arrivals have a positive and significant effect on labor absorption in both provinces, although this effect is significantly weakened during the Covid-19 pandemic. Simultaneously, PMDN, HDI, and tourist arrivals jointly exert a significant influence on labor absorption. Overall, the findings emphasize that labor absorption is a multidimensional phenomenon shaped by the interaction of investment patterns, human capital quality, tourism activity, regional economic structures, and external shocks.
