Abstract
Hunger remains a major challenge in achieving the Sustainable Development Goals (SDGs), particularly Goal 2: Zero Hunger, as disparities in food security across regions in Indonesia are still evident. This study aims to measure regional vulnerability to hunger hazards across 35 provinces in Indonesia in 2024. The analysis employs a composite index method based on three key components: exposure, sensitivity, and adaptive capacity. The results indicate that the provinces with the highest exposure levels are East Nusa Tenggara (NTT), Southwest Papua, and West Nusa Tenggara (NTB), reflecting significant exposure to hunger-related risks. In the sensitivity component, the provinces with the highest values are NTT, Southwest Papua, and Papua, highlighting substantial socio-economic pressures contributing to hunger vulnerability. For adaptive capacity, the three provinces with the lowest capacity are Banten, NTB, and West Kalimantan, indicating limited ability to respond and adapt to hunger threats. When the three components are combined, the provinces with the highest overall hunger vulnerability index are NTT, Maluku, NTB, and Papua, while Bali ranks as the province with the lowest vulnerability. These findings underscore the persistent regional disparities in hunger vulnerability and emphasize the need for more targeted policy interventions to strengthen adaptive capacity, improve food access, and enhance nutrition and health services to support the achievement of SDGs Zero Hunger.
