Abstract

This research examines Indonesia–Malaysia cooperation in the financial services sector under the ASEAN Framework Agreement on Services (AFAS), focusing on the 2015–2023 period with a case study of CIMB Group in Indonesia and CIMB Niaga in Malaysia. The study applies a qualitative descriptive method with a case study approach, utilizing primary data from interviews and secondary data from policy documents, financial reports, and academic publications. The findings reveal that AFAS has effectively promoted regional financial sector integration, as reflected in CIMB Group’s successful expansion through CIMB Niaga in Indonesia, which has strengthened ASEAN’s banking market connectivity. However, integration remains incomplete. A key obstacle lies in domestic regulatory and implementation gaps, particularly the unrealized expansion of Bank Mandiri in Malaysia despite the availability of the Qualified ASEAN Bank (QAB) framework. This demonstrates that while ASEAN financial liberalization provides a solid foundation, practical implementation is still constrained by national regulations and institutional readiness. Overall, this research highlights that AFAS has made a significant contribution to the liberalization of ASEAN’s financial services sector. Nevertheless, achieving comprehensive banking integration requires greater regulatory harmonization, stronger political commitment, and more effective policy implementation at the national level.
