Abstract

This study aims to analyze how blockchain technology is implemented within the framework of the Singapore-Australia Digital Economy Agreement (SADEA) as a solution to various problems in the conventional international trading system, which is still characterized by dependence on physical documents, complex bureaucratic processes, and a lack of transparency between countries. In this context, blockchain is positioned as a digital innovation capable of offering efficiency, security, and trust in cross-border data exchange. The Social Constructivism theory approach is used to highlight that technology is not a neutral entity or merely a technical product, but rather the result of social construction shaped by the values, norms, and institutional dynamics of the actors involved. This means that the success of technology implementation depends heavily on the shared understanding of meaning and social interpretation attached to the technology. This study employs a qualitative method with a literature review approach, utilizing secondary sources such as policy documents, official reports, and academic literature. The findings of this study indicate that the successful integration of blockchain in SADEA is not only driven by digital infrastructure readiness and regulatory support, but also by a social negotiation process that creates a shared understanding of the importance of this technology in supporting values such as transparency, trustworthiness, and interoperability. This study emphasizes that the success of cross-border digital cooperation cannot be separated from the social construction of technology. Therefore, understanding the social dimensions and narratives of technologies like blockchain is key to designing effective and sustainable digital economic cooperation.
