Abstract

This study examines Indonesia’s foreign policy towards Russia following the Russian invasion of Ukraine in February 2022. The invasion triggered global geopolitical shifts that affected the positions and policies of many countries, including Indonesia. As a country adhering to the principle of a free and active foreign policy, Indonesia faced the challenge of balancing national interests, international norms, and its bilateral relationship with Russia. The purpose of this research is to analyze the changes or continuity in Indonesia’s foreign policy towards Russia post-invasion, and to observe Indonesia’s responses in various international forums. This study uses a qualitative descriptive approach, employing literature review and document analysis as data collection techniques. Secondary data were gathered from official government statements, media reports, academic publications, and international organizational documents. The findings of this study indicate that Indonesia's foreign policy towards Russia following the Russia-Ukraine invasion is reflected in three main areas: politics, security, and economy. The benchmark for Indonesia's policy toward Russia after the 2022 Russian-Ukrainian invasion is the meeting between President Jokowi and President Putin on June 30, 2022, in the Kremlin. First, in the political sphere, Indonesia acted as a peacemaker between Russia and Ukraine, through diplomatic visits to both conflicting parties. Second, in the security domain, Indonesia lobbied Russia to maintain open dialogue channels with Ukraine in pursuit of peace, and also encouraged Russia to ensure that its export commodities could re-enter the global market in order to safeguard global food security. Third, in the economic field, Indonesia urged Russia to lift its blockade on Ukraine’s export routes, particularly maritime routes, so that Ukrainian products could once again access international markets.
