Abstract

The Indo-Pacific region as a region attended by tensions between the great powers of the United States and China, makes an archipelagic country with abundant maritime wealth, namely Indonesia, want to show the active role and potential of the maritime sector as outlined in the framework of the ASEAN Outlook on Indo-Pacific (AOIP) as part of its foreign policy to demonstrate Indonesia's role in implementing the points of cooperation while strengthening ASEAN centrality. This study aims to analyze Indonesia's foreign policy in developing the blue economy as a field of cooperation in the ASEAN Outlook on Indo-Pacific (AOIP) using the K.J. Holsti Foreign Policy theory and the concept of the Blue Economy. This study uses descriptive qualitative research methods and data sources taken from interviews, document studies, and literature studies to find Indonesia's foreign policy in the blue economy in the Indo-Pacific, both at the ASEAN level and with external partners. The results of the study show that Indonesia is actively developing discussions and implementation of the blue economy in its foreign policy as stated in the ASEAN Outlook on Indo-Pacific. Indonesia has taken various initiatives, including implementing various foreign policies through cooperation with several ASEAN member countries, cooperation with the United States, China and Japan, as well as in international forums.
