Abstract

This study aims to analyze Japan’s role in providing aid cooperation to Palestine through the framework of the Conference on Cooperation among East Asian Nations for Palestinian Development (CEAPAD) during Shinzo Abe’s leadership period (2012–2020), using role theory, the concept of foreign aid, and the concept of multilateral cooperation. The research employs a descriptive qualitative method, with data collected through literature review and interviews. The findings show that Japan constructed an ego’s role conception as a regional leader, mediator, and developer, based on its identity as a peace-committed nation, particularly through the “Proactive Contribution to Peace” agenda under Abe’s administration Japan's interest in becoming a regional leader in East Asia. This role was reinforced by alter’s prescription in the form of external expectations: pressure from the United States encouraging Japan to act in the realm of low politics and Japan's policy centered on its activities as a member of the United Nations.. These findings highlight how Japan’s foreign policy has evolved from being economically driven to actively engaging in global issues as part of a proactive diplomacy strategy.
