Abstract

This thesis examines the strategic balancing response of the Japanese government from 2019 to 2024 towards China’s outer space military presence, which progressively transforms into “non-aggressive” outer space capabilities rather than “non-military” capabilities. The study builds on outer space security literature examining Japan’s progressive normalization of outer space military forces, strengthened US-Japan alliance cooperation, and the seamless departure from pacifist doctrine while maintaining benign appearances. This research employs Stephen M. Walt's balance of threat theory within the neorealist international relations framework to examine Japan's response to the perceived Chinese threat. Through qualitative analysis of Japan government white papers, policy documents, official defense strategies, think tank reports, and newspaper articles to identify key indicators of Japan's changing security environment. China's increasing level of outer space military capabilities and assertive doctrinal signals created a proximity-based threat that forced Japan to develop defensive outer space capabilities that act as a response towards the emerging threat. The research suggests that space has become a contested strategic domain where traditional pacifist states must adapt survival strategies, validating neorealist assumptions about state behavior under structural threat.
