Abstract

The construction of gas networks (jargas) for households is part of the government's efforts to reduce dependence on LPG and strengthen national energy security. District X is one of the potential areas for gas network development, but its planning faces several challenges that could affect the economic feasibility of the project. This study aims to analyze the project's feasibility using a techno-economic approach and optimize its economic viability through Goal Programming. The analysis results indicate that the project is technically feasible but not economically viable, with a Net Present Value (NPV) of -Rp41.94 billion, a Benefit-Cost Ratio (B/C Ratio) of 0.45, and an Internal Rate of Return (IRR) and Payback Period (PBP) that cannot be calculated. Through the optimization model, significant improvements were achieved (NPV of -Rp22.89 billion, B/C Ratio of 0.63, and IRR and PBP values still cannot be calculated), although full feasibility has not yet been achieved. These findings suggest that cost efficiency and project expansion could be key to enhancing the economic feasibility of gas pipeline development in areas with certain limitations.
