Abstract
This research explores the case of Free Trade Agreement (FTA) between Association of Southeast Asian Nations (ASEAN) and the European Union (EU), where the agreement was suspended in 2009 and later on relaunched as the trade between the two regional organizations imposes high result. This research also analyzed ASEAN’s and the EU’s new initiative to shift the region-to-region FTA into EU’s FTA with each ASEAN individual member countries. Previously, there have been research discussing the ASEAN-EU FTA, but there has not been one that used value-based concepts like collective identity as a contributing factor to the issue. Utilizing Alexander Wendt’s collective identity concept and Viner’s FTA formation model through the constructivist lens, this research investigates the stalled progress of the ASEAN-EU FTA by analyzing the distinct collective identities of each ASEAN and the EU, which are ASEAN’s non-interference principle and the EU’s supranational decision-making model. This research argues that collective identity influences the course of dialogue between the two regional institutions, and the blockage that occurred which caused the initial FTA suspension made the EU decide to use bilateral format to resume negotiations with several ASEAN member countries. Ultimately, the reader is able to distinguish the position of this research as a contribution to the ongoing debate regarding how important collective identity concept is in determining institutional behavior in international relations and multilateral trade negotiations.
