Abstract
Digital technology has significantly transformed healthcare services, particularly through telemedicine, which offers confidential consultations and medicine delivery. In Indonesia, the regulatory framework governing such services remains underdeveloped and ambiguous, resulting in unclear guidelines, weak consumer protection, and low public trust in online pharmaceutical services. In contrast, Germany has established a strict and systematic legal framework that effectively regulates pharmacist behavior and ensures consumer protection. This research applies a comparative legal study and normative juridical analysis using primary, secondary, and tertiary legal sources. The findings reveal that consumer protection in online health services is heavily influenced by the robustness of legal systems and comprehensive policy approaches. The study recommends enhancing regulatory oversight, strengthening collaboration among relevant institutions, and reforming Indonesia’s regulatory structure by adapting best practices from the German system. These findings underline the urgency of developing a responsive and creative legal policy framework for online pharmaceutical services in Indonesia to ensure a safer and more reliable healthcare future.
