Abstract

Indonesia is the world's largest exporter of Crude Palm Oil (CPO), playing a strategic role in the global vegetable oil trade, particularly in the Chinese market. However, in 2022, a significant decline in Indonesia’s CPO export volume to China occurred due to a temporary export ban imposed by the government in response to a domestic cooking oil crisis. This downturn raised concerns over Indonesia’s standing in the international market, especially as Malaysia successfully captured a portion of the market share through diplomatic engagement and downstream palm oil strategies. This study aims to analyze Indonesia’s economic diplomacy in enhancing CPO exports to China during the period of 2020–2023. The theory of economic diplomacy is employed as the analytical framework to examine how Indonesia's strategies in maintaining its export position extend beyond trade mechanisms, encompassing bilateral cooperation, economic negotiations, and diplomatic initiatives that reflect national interests amidst global trade dynamics. The research adopts a descriptive qualitative approach to provide an in-depth understanding of the phenomenon from the perspectives of relevant stakeholders. Data were collected through observation, interviews, and document analysis to construct a contextual interpretation of the issue. Findings reveal that beyond global price dynamics, perceptions of supply stability and reliability of trade partners are critical determinants in Indonesia–China trade relations. Indonesia’s economic diplomacy plays a pivotal role in rebuilding trust and ensuring the sustainability of the CPO supply chain, representing a strategic effort to reclaim its competitive position from rivals such as Malaysia.
