Abstract
This study aims to analyze Saudi Arabia’s maritime security policy in responding to various threats in the Red Sea during the 2022–2024 period, particularly in support of the national development agenda of Saudi Vision 2030. This period is marked by increasing regional instability due to Houthi attacks, ship piracy, and the escalation of foreign military presence, all of which directly impact Saudi Arabia’s vital export-import routes. Using a descriptive qualitative approach, this research applies the concepts of maritime security and national interest as its analytical framework. Data were collected through literature review and interviews with scholars focusing on Middle Eastern and regional security studies. The findings show that Saudi Arabia adopts a multidimensional maritime security strategy, encompassing regional diplomacy, naval modernization, and multilateral cooperation. Saudi Arabia is actively involved in security initiatives such as the Djibouti Code of Conduct (DCoC) and Combined Maritime Forces (CMF), particularly in task forces focused on piracy prevention and the protection of international shipping routes. This strategy reflects Saudi efforts to maintain control over the Sea Lines of Communication (SLOC) and Sea Lines of Transportation (SLOT) in the Red Sea to ensure the continuity of global trade flows and domestic economic stability. By making the Red Sea a strategic priority, Saudi Arabia seeks to strengthen its role as a key regional actor in maintaining maritime stability, while positioning maritime security as a crucial foundation for the realization of logistics projects, port infrastructure, and foreign investment initiatives outlined in Vision 2030.
