Abstract

The food crisis that hit Sri Lanka in the period 2019–2022 was the result of various factors such as the economic crisis, the COVID-19 pandemic, climate change, and ineffective agricultural policies. This condition disrupted national food production and distribution, inflation of staple food prices, and worsened nutritional conditions of the community. This study aims to analyze the role of the World Food Programme (WFP) in dealing with the food crisis in Sri Lanka using the concept of food crisis and international organizations according to Clive Archer which includes three functions, as an instrument, arena, and actor. The method used in this study is a descriptive qualitative approach with a literature study technique. The results of the analysis show that WFP plays a role as an instrument of humanitarian assistance through the distribution of food aid, as an arena by facilitating collaboration and diplomacy between actors in formulating strategies, and as an independent actor that has the initiative in advocating policies and programs for handling the crisis. WFP's involvement has proven to be an important contribution in overcoming the impact of the food crisis that occurred in Sri Lanka.
