Abstract

The number of sexual violence crimes committed by minors continues to increase annually, fueled by the rapid growth of the digital world. For example, in a case in Palembang in September 2024, 4 children became perpetrators of sexual violence that began with interactions on Instagram. This study aims to analyze the causes of these 4 children’s sexual violence, examining criminological factors and preventative measures to prevent them from becoming perpetrators. The study utilized normative juridical research methods, incorporating a legal and case study approach. The results provide evidence that the 4 children became perpetrators due to weak attachments to their parents resulting in low self-control, engaging in deviant behaviour to gain recognition, and deviant social interactions that significantly influence a person’s behaviour. Therefore, the primary prevention effort is for parents to foster close relationships with their children and provide sex education from an early age. Furthermore, the government, educational institutions, and the community need to collaborate to ensure prevention efforts are increasingly effective.
