Abstract

This study explores Japan’s strategy in managing its oil dependency on the Middle East between 2021 and 2024, particularly through its efforts to diversify energy sources as part of reducing reliance on oil consumption. Japan is highly dependent on oil imports, with over 90% of its supply coming from the Middle East, especially Saudi Arabia and the United Arab Emirates. This dependency is further complicated by global disruptions such as the region’s own geopolitical instability, surging energy prices, global market tensions, and the Russia-Ukraine conflict. Utilizing a qualitative-explanatory approach and James N. Rosenau’s foreign policy theory, this research analyzes Japan’s policy responses at two levels: systemic and governmental. The findings indicate that Japan has adopted a diplomatic and technocratic approach to secure energy supplies while promoting a transition to clean energy. Strategies include strengthening strategic reserves, diversifying energy sources, and engaging in proactive energy diplomacy. Japan’s efforts go beyond directly reducing its dependency; they also involve leveraging energy cooperation as a tool to enhance bilateral relations and maintain regional stability. This study contributes to the fields of foreign policy and energy studies by emphasizing the importance of adaptive strategies in navigating the complexities of the international system and the uncertainty of global energy supplies.
